An active attacker is anyone actively engaged in an attack to harm or kill. This includes shooting someone with a firearm or attacking someone with another weapon. An active shooter is specifically in regards to an individual shooting with a firearm. The response is the same. The likelihood is higher in Canada for an active attacker with a weapon other than a firearm.
