Here are scenarios when you would submit a Webform to contact IRCC:

Upload new or additional documents, e.g., new offer letter, additional financial documents, change or remove a representative, etc.
Change my information
Mailing address, email, phone number, contact information
Change of family situation that affects your application
Marriage status, death of a family member
Change of other information that affects your application
Program eligibility, job status, education, language skills, etc.
Report a technical problem
You are not able to log in to your IRCC account
